re: application to build and maintain nuclear weapons
i am writing to get clarification of the second amendment to the us constitution. i have heard that the national rifle association and others believe that the second amendment gives individuals the right to bear arms. i personally disagree with this interpretation and believe that the amendments is as it states, intended to deal with the issue of maintaining a well regulated militia. i have read the entire constitution several times to see if there is a definition of what weapons are covered by the word "arms", and i find none.
if you believe that the nra has the correct interpretation and it is one that your commission supports, i, a law abiding citizen of the united states, would like to get approval from your commission to build and maintain a small arsenal of nuclear weapons so that i can play my part in maintaining the security of a free state.
i have no intention of starting weapons production, but would like to have your legal ruling so that i can fully understand my constitutional right to bear nuclear weapons as soon as possible. if you do not agree that i have an individual right to bear arms, please explain this to me in writing so that i can continue to legally follow the constitution.
